Paraguay is going hard on illegal crypto mining, trying to cut down on the insane electricity theft and boost efficiency. The National Electricity Administration has a plan to get electrical losses down from a staggering 28% to 15% over the next decade. But how are they doing it? Illegal crypto mining is a massive issue for Paraguay. It’s draining energy, and the government is finally stepping up. The National Electricity Administration (ANDE) has rolled out a comprehensive plan for 2024-2034, with the goal of reducing electrical loss by a whopping 13% in the next decade. They’re throwing down $359 million between 2025 and 2028 to upgrade infrastructure and tech to tackle this issue head-on.

ANDE said illegal crypto mining is one of the biggest reasons for their energy losses. So, they’re hitting back hard with enforcement actions.

A Legal Framework

ANDE’s plan includes a bunch of legal moves to deter anyone thinking about stealing electricity. They’re not playing around—stealing power from transmission lines for crypto mining could get you up to ten years in prison. That’s some serious commitment to cleaning up the mess.

What’s more, if you want to mine there, you better get your license and pay up. With new energy consumption limits in play, they aim to keep the miners from draining the system dry.

Enforcement Actions

Since illegal mining has been such a stubborn problem, ANDE is constantly in enforcement mode. Just the other day, they teamed up with local prosecutors and busted a mining operation in the Itapúa department on November 30. They noticed an abnormal load on a 23,000-volt input line and went to check it out. Turns out, someone had made an illegal medium-voltage bypass to mine crypto.

They seized 163 mining devices, although they didn’t specify what models they were. The cost of the stolen electricity? About 665 million Paraguayan Guaranís, which is around $85,000. That’s a huge hit to the electricity system and just one of many operations they’re running to combat this.

Earlier this month, ANDE raided a mining farm in the Natalio district. They found that the energy consumption was technically okay, but the farm wasn’t registered for energy use for crypto mining. So they gave the operators 48 hours to sort it out. Not surprising that some are packing up and heading elsewhere, like Brazil.

A Global Perspective

This isn’t just a Paraguayan issue; it’s a global one. Countries everywhere are struggling with how to regulate this booming crypto mining industry.

China has clamped down on miners, especially in Inner Mongolia, and Indonesia has gone after Bitcoin mining ops for stealing electricity. They’re even confiscating equipment, which hurts the bottom line.

The challenge of compliance and auditing in crypto is real. Effective oversight needs countries to work together. They should share information, build capacity, and collaborate with international enforcement bodies to make sure everyone is playing by the same rules.
